Yes. The free plugin is the complete fixed-bundle product: per-unit configuration, percentage or fixed pricing with quantity tiers, oversell-proof stock, the cart discount nudge, fulfilment pick lists, and full JSON export. Pro adds the Builder on top, it does not unlock the basics.
